The Ateneo Human Rights Center is a university-based institution which has been actively working for the protection and promotion of human rights since October 1986. The Center aims to form human rights advocates especially within the law profession, to monitor government compliance with human rights obligations, to educate the public on human rights, and to make justice accessible to victims of human rights violations.

The Center's major programme with IPEC Enhancing the Legal Protection of Child Workers through Legal Aid and Assistance for Child Workers and their Support Organizations, Para-legal Education and Training, Advocacy for Law and Policy Reform provided legal support services to child workers, child advocates, their organizations and other groups through litigation services, paralegal research and education, and advocacy for policy or law reform and development.

Within the mini programme entitled "Reference Publication on the Laws and Legal Procedures on Child Labour", the Center produced the book "Opening Doors: A Compilation of Laws Protecting Child Workers in the Philippines" The publication which was launched in October 1996 is being used by various IPEC programme implementors, labour inspectors, and government officials involved in the implementation of child labour programmes.

Still on-going is the Center's Justice for Children in Exploitative Work: Mobilizing and Strengthening Legal Services in the Campaign Against Child Labour. The programme aims to strengthen and expand Ateneo Human Rights Center's network of private practitioners, law associations and para-legal volunteers in Metro Manila, Cebu City and Davao City in providing legal services to child workers and their families. The network is expected to develop active partnerships and working relationships with government and non-government organizations. The programme includes conduct of training on child labour laws and legal procedural guidelines on the protection of working children.

The Bishop-Businessmen's Conference (BBC) for Human Development is an association of leaders of the Church and Business sectors committed to the promotion of integral development and advancement of the people towards a fuller human life. In early 1997, the BBC created a Committee on Child Labor to respond to the pressing issue of child labour in the country, which is part of the BBC's response to the call of His Holiness John Paul II for "strengthening the faith and the renewal of Christians" as the Church prepares for the coming of the Third Millennium.

BBC has an on-going mini program with IPEC Developing Approaches, Strategies and Action Programs for the Business Community which already successfully created a BBC Committee on Child Labor and formed stable committee member-advocates. Through various activities, BBC continues to generate awareness and understanding of child labour issues, and aggressively press for actions against child labour from among its members and the public.

CHILDHOPE is an international, non-profit, non-political, non-sectarian organization whose principal purpose is to advocate for the cause of street children throughout the world. It works toward the liberation of the child from the suffering caused by working and living on the street.

Childhope Asia Philippines, the KALMANA District Social Service Coordinating Body and IPEC's project in Caloocan City " Community Mobilization for the Protection and Rehabilitation of Prostituted Girls/Children" organized a city wide coalition of government agencies and non-government organizations, law enforcement and community groups to reduce the incidence of child prostitution in Caloocan City. The programme includes regular training activities to build the capacity of project staff and coalition to do advocacy work, provide legal advice and protection, care and rehabilitation to children trapped in prostitution.

CHILDREN'S LABORATORY FOR DRAMA IN EDUCATION (Children's Lab)

A non-government organization promoting the use of drama in education as a learning and teaching method. It evolved from the Textbook Theatre (1982) which elaborated understandable performance modules in science, mathematics and communication arts as a supplement to elementary education. Children's Lab takes up wider issues affecting the lives of children on the street and many others in extremely difficult situations.

Children's Lab and IPEC's Educational Support Services for Working Children Engaged in Dumpsite Scavenging aims to document and institutionalize the seven (7) year Paaralang Pantao (The People's School) experience as a viable education programme for children and young people at the Payatas dumpsite. Paaralan has kept the children equipped with basic education skills and competencies, serving as the bridge between the dumpsite and the formal school system.

The programme intends to develop and test learning materials that focus on hazards and dangers in dumpsite scavenging and integrating the same in a revised curriculum of Paaralang Pantao as well as in community concerns so that children are protected and are eventually pulled out of the dumpsite work.

COUNCIL FOR THE WELFARE OF CHILDREN (CWC)

CWC is the apex agency of the Philippine government for children's protection, welfare and development. Created in 1974 through Presidential Decree No. 603, otherwise known as the Child and Youth Welfare Code. It is responsible for coordinating and monitoring the implementation of all laws and programs for children as well as in ensuring that these are implemented within the context of the Code and the Philippine Plan of Action for Children

CWC completed the IPEC assisted Advocacy Training for Youth Leaders on the Campaign Against Child Labor and Protection of Working Children which developed a pool of children and youth advocates in pilot areas identified with high child labour incidence and planned organized and systematic advocacy efforts. Trained leaders' advocacy resulted in the creation of Barangay Councils for the Protection of Children in several municipalities of pilot areas.

The primary agency of the Department of Labor in charge of the development and implementation of policies, standards, plans and programs affecting women and young workers.

The Bureau's programme with IPEC Working and Living Conditions of Young Domestic helpers in Metro Manila provides database on domestic helpers five (5) to 17 years of age with emphasis on their socio-economic profile, previous work experience, present employment situation and aspirations and plans for the future. It also identifies issues and problems associated with children in domestic service and recommends policies and programmes that will contribute to the domestic helpers' sense of well-being.

Monitoring, Coordination and Evaluation of National Child Labour Programmes: Strengthening the Capacity of Child Labour Project Management Team (CLPMT) of the Department of Labor and Employment was designed to strengthen the planning and coordinating mechanisms for child labour programmes and establish a central resource center on child labour in the Philippines.

The DOLE agency that was created in June 1957 as Bureau of Labor Standards and renamed in May 1982 as Bureau of Working Conditions. BWC is responsible for the formulation, development and enforcement of laws relating to working conditions.

In 1995, BWC together with IPEC, started a specialized training for labour inspectors through its programme Training of Labour Inspectors in Methods for Improved Inspection on Child Labour. The project improved the capacity of the Department of Labor in developing and implementing appropriate solutions to cases of child labour . Trained labour inspectors in turn, conducted several "echo" programs among their co-inspectors and regional staff of the DOLE offices. The BWC and their training team adapted the ILO formulated manual for labour inspectors to the Philippine labour inspectorate.

On 18 February 1997, as a consequence of specialized training for labour inspectors, the Department of Labor and Employment issued Administrative Order No.47 directing its labour inspectors to give priority to the inspection of establishments employing child labour and women worker and establishments classified as hazardous or high risk.

Mandated to enforce labor standards, to regulate alien employment and local recruitment agencies, and to deal with special workers like handicapped workers and women and minors in the National Capital Region.

Its IPEC assisted programme Strengthening Interventions Against Child Trafficking through Improved Inter-regional Recruitment Rules and Enforcement Guidelines governing Local Recruitment and Placement Agencies resulted in more informed, updated and united officers and partner agencies in sending and receiving regions as regards child trafficking. The programme also recommended amendments to the Rules and Regulations Governing Local Recruitment Agencies with specific reference to the recruitment of child workers.

ILAS is responsible for monitoring the observance and implementation of all obligations, courtesies and facilities required from the Philippines as a member of the International Labour Organization, the Conference of Asian Pacific Labor Ministers, the ASEAN Labor Ministers' Meeting and other similar international organizations, and, as a party to various international agreements, labour fora, treaties and other multilateral, bilateral or multi-bilateral agreements on labour and employment, particularly in the area of labour standards. It provides staff support and policy guidelines crucial to the monitoring and reporting of activities of the Philippine Labour Officers assigned in different countries. It serves as the instrumentality of the Department for technical cooperation, programs and activities with other countries and international organizations.

ILAS, under the auspices of IPEC, conducted last 15 April 1997 Tripartite Consultation Seminar on ILO Convention 138 Concerning the Minimum Age for Admission to Employment. The consultation broadened the awareness and understanding of the said Convention, assessed the capability of the country in meeting the requirements of the Convention and more importantly, resulted in a unanimous endorsement by the tripartite partners for its ratification. Such multi-sectoral initiative and advocacy for the ratification of Convention No. 138 eventually resulted in its ratification by the Philippine Government in October of 1997.

An attached agency of the Department of Labor and Employment specializing in policy research, networking and information dissemination. ILS provides technical assistance necessary for effective labour and employment policy formulation attuned to national development goals and the priorities of the Department and its publics.

ILS in cooperation with IPEC conducted Training of Child Labour Programme Implementors on the Design, Management and Evaluation (DME) of Projects on Child Labour.
 

The first phase of the programme involved curriculum development, trainors' training and formation of a national pool of trainors on child labour in the Philippines. The training developed the capacity of participants to develop, implement and monitor child labour programmes.

The second phase of the programme aims to expand the training resource pool by providing opportunities for them to conduct DME courses. It also intends to publish a newsletter to strengthen the national child labour programme network.

OCCUPATIONAL SAFETY & HEALTH CENTER (OSHC) - DOLE

OSHC was created to conduct studies, researches, tests, training programmes, monitoring activities and information dissemination campaigns on occupational safety and health and related interests. It also assists government agencies and institutions in the formulation of occupational safety and health policies and standards and issues technical guidelines for the prevention of occupational diseases and accidents.

The Center, in cooperation with IPEC, conducted a research study Assessing Safety and Health Conditions of Child Labor in the Pyrotechnics Industry in Bulacan where the fireworks industry thrives. It described the health status of exposed pyrotechnics child worker and brought out a number of health and safety concerns prevailing in the industry in relation to child labour. As an offshoot of this study, an occupational safety and health guide for pyrotechnics industry was developed for business owners, adult workers, parents, labour inspectors and community workers.

A media agency that specializes in documentary productions. Its documentaries --both still and moving images-- have dealt purely with NGO concerns such as health, labour, cooperatives, women and children. Recently, DocuPro produced a photo exhibit and two videos on child labour.

DocuPro and IPEC cooperated to produce the mobile child labour exhibit which consists of 18 black and white fine photographs on working children. It was first shown in August 1996, formally launched in September 1996 and has been presented in various fora and occasions.

No Time for Play is a video documentary showing child workers in the mines of Diwalwal, the quarries of Mactan, the pyrotechnics factories and sugar haciendas of Negros and child trafficking in Ormoc. It was produced by the International Labour Organization and the Philippine Investigative Journalism, and was directed by Ditsi Carolino.

EMPLOYERS CONFEDERATION OF THE PHILIPPINES (ECOP)

A non-stock, non-profit private organization of employers which was established on 10 September 1975. It aims to: unify employers and employers' organizations; represent and advance their interests in the field of labour and socio-economic policy; promote industrial harmony, professional and ethical management practices and national, regional and international cooperation; and promote the spirit of tripartism.

ECOP's programme with IPEC entitled An Action Programme of Employers Against Child Labour in the Philippines intends to get a better understanding of the attitudes and concerns of member companies as regards child labour and to generate awareness among them about the stakes involved especially the best interest of the children. ECOP intends to formulate a policy statement and advocacy positions that will reflect the collective resolve of Philippine employers to initiate and support programs that work towards the progressive elimination of all forms of child labour.

A network of individuals and groups working together for the elimination of child prostitution, CHILD pornography and the trafficking of children for sexual purposes.

ECPAT conducted A Case Study on the Experiences in Community Education to Prevent the Commercial Sexual Exploitation of Children. The study examines the principles, approaches and strategies in community education work of Bahay Tuluyan, a welcome house for streetchildren. It also takes a hard look at the factors that allow the commercial sexual exploitation of children.

ERDA was founded in September 1974 to promote the moral, physical, social and economic development of poor children. One of the largest single federations in the country which has a membership of over 200,000 individuals in plant-level trade unions, community groups, women and youth groups, urban poor communities, cooperatives and farmers' organizations. Since its founding on 19 June 1950, FFW has gained a reputation as a democratic, responsible and progressive labour organization espousing a coherent trade union and social vision.

FFW is implementing an IPEC supported programme the Trade Union Initiatives in Understanding and Responding to Child Labour Issues in Selected Farming and Fishing Villages which is intended to benefit child workers in Quezon, Samar and Lanao del Norte.

The programme framework includes organizing, networking and advocacy, training and research and area specific direct services. A national and area-based network of trainors and advocates on child labour from among the trade unionists, partner organizations, parents, and youth organizations were also organized.

Established in 1984 by the Philippine Province of the Society of Jesus, ICSI serves as a center for social research and policy analysis in order to promote broad and effective participation in political processes. Guided by the general orientations of Catholic social teachings, backed by solid academic training in the social sciences and related fields, ICSI specializes in the presentation of the legitimate needs and concerns of the poor and the factors and programs which affect them.

The Institute of Church and Social Issues, published the IPEC supported research study "Case Studies of Integrated Programmes for Street and Working Children" by Ruth Esquillo Ignacio in PULSO, their regular publication. The study examines the programmes of three (3) NGOs in order to identify the elements that enable them to bring about their desired changes in children and other beneficiaries. It gives insights into program responses that are appropriate for the needs of street and working children. It hopes to contribute to the continuing effort to make programmes more responsive to the problems of the children.

ICCB serves the integral development of all children especially those affected by war, sex trade, drugs, disabled children in a Christian perspective and children in conflict with the law. ICCB constitutes a network of partners for promoting sustainable action and policies for children. It collaborates with those who work for the dignity and the best interests of the child: individuals, associations, universities, governmental, non-governmental organizations of all creeds.

ICCB and IPEC pioneered in systematic research about the inner life of the child in prostitution entitled An Action-Research and Intervention Programme to Create a Child-Focused Environment for Children with Experiences in Prostitution.

Phase 1 of the programme consists of an Action Research entitled "The Child's Inner and Outer World: A Study of the Phenomenology of the Child in Prostitution". The project aims to alleviate effects of child prostitution by understanding their experiences and needs - from their own point of view, and from there, develop strategies to address their expressed needs.

Phase 2 of the programme" Understanding the Inner World of the Child and Explore Ways to Help Them", was designed and implemented to train trainors in providing assistance to children in prostitution in their process of recovery and healing. During Phase Three, a set of measures for monitoring and evaluating policies and interventions of participating agencies were developed.

IPC and IPEC through the programme Development of Guidelines for Policy Makers: Country Report of the Philippines on Sustainable Action Against Child Labour, have engaged in identifying the core principles, practical modalities and priorities for sustainable action against child labour at the national, provincial and local levels. A range of policy and programme options was developed to assist policy-makers in selecting and setting in motion appropriate action in cooperation with civil society.

KAMALAYAN DEVELOPMENT FOUNDATION (KDF)

Organized and run by factory workers including those rescued from worst forms of labor and child labor, workers raised from the struggle for workers' rights and youth leaders, KDF is committed to the emancipation of the working class. It is engaged advocacy work, in government and non-government organizations' rescue operations of adults and children from bonded labor, reintegration to community and redeployment of rescued workers to relatively better jobs.

KDF and IPEC's programme Rescue, Rehabilitation and Community Integration of Victims of Child Trafficking in the Manufacturing Sector provided direct services to about 300 victims of child trafficking and developed the capability of Kamalayan Development Foundation and its partners in surveillance, detection, rehabilitation work related to child trafficking.

Established in 1984. KCCCFI is mandated to promote and advocate children's rights and welfare, provide assistance and services like nutrition program, early childhood care and development, parent education, alternative education assistance, among other things.

Providing Alternative Services to Working Children in Hazardous Work, the Kaugmaon Center's programme, in cooperation with IPEC, targets working children at the Sasa Port of Davao City. The programme aims to raise awareness on the deleterious effects of work at the ports for children and their families; provide health, nutritional and recreational services to target beneficiaries; and arrange educational placements and support services for at least 200 children in the ports.

Donating its creative services, McCann Erickson, the country's largest advertising agency, developed a communications plan for the child labour programme, produced four television commercials, two radio commercials for airing in local media during the period October-December 1996.

The commercials prepared for these ad campaigns won recognition in various award-giving bodies in the Philippines and the United States. "Rolly", a radio commercial featuring a child who is unable to go to school because of child labour won a Catholic Mass Media Award for Best Radio Commercial and A Kapatiran Award from the Rotary Club Makati West.

The NSO is the primary statistical arm of the government which aims to provide timely, accurate and reliable information as bases for plans, policies and decisions and as inputs to academic pursuits, researches and development projects .

Reporting the State of the Nation's Children: Component 1: Survey, Formulation, Data Collection, Processing and Reporting, the 1995 National Survey of Working Children of the Philippines, was conducted by the National Statistics Office (NSO) in cooperation with the Department of Labor and Employment and IPEC to provide database on and analysis of the extent, nature and conditions of child work in the country. The NSO statistical results have not only been informative but have been used as well as advocacy materials, prodding action where it is lacking and sustenance where activities have been started.

The Office of the Youth Sector Representative Anna Marie Periquet is a legislative office for the youth, their welfare and interests.

The bulk of legislative measures introduced by Representative Anna Marie Periquet in the Lower House of Congress are for the promotion and protection of the rights of Filipino children. One of them calls for a congressional oversight investigation, in aid of legislation, into the implementation of the "Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act, another asks for the creation of a post of "Ombudsman for Children", and the third, proposes amendments to the landmark child protection law R.A. 7610 or amended by RA 7658.

With IPEC, the Office conducted an On-the-Spot Art Contest participated in by more than 100 wards and clients from various street and working children-serving centers and organizations with direct outreach program on child labourers in Metro Manila. The project "Kapayapaan sa Mata ng mga Bata" Art Contest for Street and Working Children" focused public attention on the special needs of street and working children and provided a venue for the expression of their talents and creativity. Twenty-four (24) winners from eight (8) streetchildren centers and organizations with direct outreach program for child labourers in Metro Manila were given Educational Assistance Packages (EAP) and other prizes. Inspired by the success of the art contest held last year, a similar contest will be held on 30 May 1998.

PATAMABA's initial formation started on 1 October 1989. However, it was formally launched on 1 May 1991. This National Network of Homeworkers is engaged in organizing, participatory research, education and training, advocacy of homeworkers' rights, paralegal work, socio-economic projects and networking locally, nationally and internationally.

PATAMABA's partnership with IPEC through Integrating Child Labor Concerns in a Package of Interventions for Families in Homebased Work programme clarified and deepened the understanding of child labour in homework. The programme also institutionalized strategies towards the elimination of child labor and the management of child work in homebased enterprises through capacity building of homeworker organizations, in particular those affiliated with PATAMABA or the National Network of Homeworkers.

PHIL. CHILDREN'S TELEVISION FOUNDATION, INC. (PCTVF)

PCTV is an independent, non-stock, non-profit organization committed to maximizing varied forms of mass media - television, radio, print, video production - for education. It has also ventured into multimedia projects and expositions in a continuing effort to reach out to a broad audience - children and adults. PCTVF is a pioneer in educational television and radio within a commercial broadcast industry.

It relies on research, curriculum and program development processes that ensure age- appropriate content and formats.

"Mga Batang Anak-Pawis" was a PCTVF and IPEC project. It was A series of Ten Film Features on the Lives of Working Children. Two versions were made, a series of 10-20 minute documentaries and a series of 10 three-minute version designed for children which were aired on Batibot during the period January to March 1996. These films were compiled for use by teachers as child labour education tools in schools and by child-focused NGOs as part of their advocacy/training materials. One of the films "Child Labor: Sugarcane Workers" was awarded the prestigious Japan Prize/UNICEF Prize in November 1997 for an outstanding presentation of the life and situation of children in developing countries.

PCIJ is an independent, non-stock, non-profit media agency that was founded in 1989. It specializes in investigative reporting on current issues in Philippine society and on matters of large public interest.

IPEC and PCIJ produced No Time for Play, a video documentary and launched it in July 1996 at the Asean Summit of Child Rights and the Media, Shangri-La Plaza Hotel. This 50-minute documentary shows child workers in the mines of Diwalwal, the quarries of Mactan, the pyrotechnics factories and sugar haciendas of Negros and child trafficking in Ormoc. It also shows government and non-government organizations' initiatives against exploitation of children.

The documentary has become an advocacy and educational tool for GOs, NGOs and community organizations especially in places where child labor is prevalent and where immediate and effective interventions are needed. The Cultural Center of the Philippines' "Gawad CCP" awarded the second best video documentary in the Philippines for 1996.

PIA also conducted a Baseline Survey of Attitudes of Filipino Parents on Child Labour.

PRRM is a service non-governmental organization working in partnership with people's organizations to enhance people's power and support popular initiatives.

PRRM is undertaking the "Preliminary Development Programme on Child Labor Elimination in Small-Scale Mining Communities in Camarines Norte". This IPEC assisted project aims to obtain comprehensive baseline information and identification of child laborers in the three selected municipalities of the province. PRRM hopes to gain active support of provincial, municipal and barangay executives and other development program partners in the elimination of child labour in the targeted areas. It intends to develop a long-term action programme against child labour in close consultation and participation of affected children, their families and communities.

STOP Trafficking of Pilipinos, with the assistance of IPEC conducted a series of educational seminars on Philippine laws on child protection, with emphasis on trafficking, bonded labor and child prostitution. Strengthening the Environment of National Legislation and Prosecution through Advocacy Seminars in the Justice System targeted prosecutors and members of the judiciary system, local government officials, police, and key community and church leaders.

TUCP is solidarity of Philippine labor unions in all industries and associations/organizations from the informal sector. It was established on 14 December 1975 to meaningfully and effectively participate in the building of free and democratic political and socio-economic relationships and systems in the workplace, communities, country and the world. TUCP is dedicated to improving the working and living conditions of the workers and their families.

TUCP's initiatives against child labor started in 1993. In 1995, its Anti-Child Labour Unit was created to develop trade union anti-child labor advocates and to contribute to the worldwide initiatives to address the root causes of child labour and to protect and promote the well-being and development of children.

Developing an Effective and Sustainable Trade Union Response to Child Labour in the Manufacturing Sector: An Institutional Development and Direct Action Project of TUCP with IPEC. The project aimed to remove bonded child workers from involuntary servitude through reports generated from a telephone hotline and participation in rescue operations conducted by DOLE and KDF. It also established capacity within TUCP to plan, organize and implement an anti-child labour programme. The TUCP volunteer Trade Union Anti-Child Labour Advocates (TUCLAS) were organized to work for the best interest of working children even after the project had been completed.

Another project with IPEC, A strategy for deepening trade union involvement on child labor issues through workers' education, institution building and direct support services for young workers and their families, organized young workers in Taytay, Kabankalan, Negros and Dipolog through awareness-raising, legal literacy and participation in negotiations for alternative work and/or improved working terms and conditions.

Started in 1927. The UP College of Public Health is a leading teaching and research center for public health, especially on preventive medicine and community health procedures in the Philippines, Asia and the Pacific.

The College collaborated with IPEC in reviewing the implementing rules and regulations of Article 139 of the Philippine Labor Code as to its practicability and applicability to the current labour situation and recommended approaches by which such implementing rules and regulations could be revised and improved.

The study Defining Hazardous Undertaking for Young Workers below 18 years of age: A Review of Government Rules and Guidelines for Enforcement was presented to government representatives, legislature, employers, trade unions, NGOs and the academe for discussion and comments on 30 July 1997 at the Occupational safety and Health Center in Quezon City.

Visayan Forum is a network of People's Organizations, a non-stock, non-profit, non-government organization. Professionals, students, community leaders and individual volunteers formally organized it in February 1991.

Visayan Forum seeks to address both the root causes and symptomatic effects of migration forced upon children and their families, mostly from the depressed regions of Visayas. It leads in the protection, survival, participation and development of migrant working children, their families and their source communities.

Strengthening Initiatives of Visayan Migrant People's Organizations Against Child Trafficking for Domestic Jobs provided direct services to about 200 CTDE victims in Metro Manila such as legal and medical assistance, center-based and hotline counseling, skills training and non-formal education and aid funds.

The programme organized CTDE victims in order to build a supportive community and to reach out and advocate for other child domestic workers; and consolidated existing community-based initiatives on the issue of CTDE in eight migrant Visayan people's organization in Manila.

In Asian Consultations on Child Domestic Workers, Visayan Forum and IPEC lead in the effort to increase the knowledge and deepen the understanding of the concrete realities and issues of child domestic workers of participating countries, and of the current responses to and gaps in initiatives for the interest of the target sector. The consultations hope to come up with a policy framework and concrete strategies for government units, NGOs, employers, religious groups and child domestic workers themselves to effectively work for the welfare and rights of young domestic workers in Asia.

Visayan Forum's programme entitled A National Programme Providing Direct Services and
Organizational Support to Young Domestic Workers
aims to generate public awareness on the plight of young domestic workers, to develop a strong agenda for advocacy and legislative reform, and consolidate and expand the provision of outreach direct services in Metro Manila and to initiate such activities in the cities of Cebu, Davao and Batangas. It also aims to strengthen the organization of child domestic helpers SUMAPI based in Manila, to document its activities and be adapted in other areas of the country.
