DEPARTMENT OF LABOR AND EMPLOYMENT
DEPARTMENT ORDER NO. 4

     Pursuant to Section 2 of Republic Act No. 679, as further amended by Presidential Decree No. 148, commonly known as the Woman and Child Labour Law, the following occupations are hereby declared hazardous to young workers, without prejudice to other occupations that may subsequently be declared as such:

HAZARDOUS OCCUPATIONS TO YOUNG WORKERS

  1. Farming, Fishing, Hunting, Logging, and Related Occupations
    1. fishermen (deep sea and offshore)
    2. divers of (sponge, pearl and shell)
    3. logging (as cutter, sawyer, stripper, cable installer, feller)
    4. charcoal burner (big scale)
  2. Mining, Quarrying and Related Occupations
    1. operators of (drilling and blasting machines, stone rushing equipment, conveyor, compressor, steam boiler, air receiver, gas cylinder, acetylene generator)
    2. firing (with fuse, electricity)
    3. stone splitter
    4. underground workers
  3. Transport, Communication and Navigational Occupations
    1. firemen
    2. drivers or operators of bulldozer, crane, pile driving equipment, trailer, road roller, tractor lifting appliances, scaffold winch hoist, excavator, loading machine, trucks, buses, jeepneys and taxis
    3. tilers and greasers of heavy machineries
    4. traffic controller and dispatchers
  4. Craftsman, Production, Process and Related Occupations
    1. spinners and winders (textile)
    2. fiber and plastic preparers
    3. bleacher, dyer and finisher of textiles using chemicals
    4. tool maker, machinist, plumber, welder, flame cutter and plater
    5. installer and repairer of telephone and telegraph
    6. electrical and electronic filter
    7. linemen and cable jointer
    8. sawyer and woodworking machine setter and operator
    9. furnace and oven workers in brick making
    10. oven fuel feeder in brick making and bakery
    11. furnace man and kilnman in the manufacture of glass and ceramics
    12. brewer and wine maker
    13. distiller of alcoholic beverages
    14. tanner
    15. blacksmith, hammersmiths, forgeman
    16. slaughtering and killing large cattle (carabaos, cows, horses)
    17. extraction of lard and oil
  5. Service, Sports and Related Work
    1. fire-fighters and guards
    2. ship stewards
    3. airline hostesses
    4. bartenders
    5. bus conductors and conductresses
    6. masseurs and masseuses
    7. taxi-drivers
    8. entertainers (stripteasers, burlesque dancers, bomba)
    9. female bath house attendants
    10. female escorts for men
    11. janitors in bawdy houses
    12. lifeguards in swimming pools and resorts
    13. jockeys and horse trainers
    14. judo-karate instructor
    15. embalmers and undertakers
    16. dealers, croupiers, bookies and bet takers
    17. lifting, carrying, handling and moving heavy loads
  6. Professional, Technical and Related Works
    1. personal service of female in bars, cocktail lounges, motels, hotels, massage clinics and other drinking places
  7. All Occupations in the Processing and Preparation of Drugs and Chemical Products Involving Exposure to Dangerous Chemicals
  8. All Occupations in the Manufacturing, Handling, and Transporting of Explosive, Toxic, Corrosive, Poisonous, and Noxious Components and Flammable Liquids in Bulk
  9. All Activities in any Workroom, Building, Premises or any Place where Radium is Stored, Kept or Processed or Used in the Manufacturing of Self Luminous Compounds or Other Radioactive Substances.

     This Department Order shall take effect immediately.
