Specialized Training On Child Labor
For The Philippine Labor Inspectorate

Module 1: Watching and Listening

This first stage has the objective of producing an assessment of the working conditions of children, or in other words, a picture of the situations experienced by working children at a specific point in time.

This stage requires two distinct operations:

1. The use of all available sources of information in order to gather knowledge on the activities of children.

2. On-site observation of the working situations of children and listening to all the persons concerned.

Time Frame: Seminar/Workshop - five days
Practicum - two months

Module 2: Evaluating and Understanding

This stage involves making an exhaustive assessment of either the national or sectoral situation and reaching a diagnosis which identifies the five or six major hazards or situations which give rise to concern and which could be the object of priority measures.

Time Frame: Seminar/Workshop - five days
Practicum - two months

Module 3: Taking Action and Educating

The objective of this stage is to propose solutions to clearly identified problems and integrate them into a coherent overall policy. Action is confined to three priority areas, the intention being to increase effectiveness and maximize learning about measures which were taken.

Children at Work:
Results of the National Survey
of Working Children in the Philippines 1995

Scope and Coverage of the National Survey

A rider to the July Labor Force Survey which has a stratified two-stage sampling design:

  • 2,100 barangays
  • 25,000 households nationwide
  • 2 forms were used: one on the socio-economic profile of the households
    another on all working children

A Young Nation

  • Children between ages 5-17 number 22.4 million, comprising a third of the total population
  • Of this group, 38.8% consists of children between the ages 5-9; 39.4% are children between the ages 10-14; 21.8% are young persons between the ages 15-17 years old.

The working children of the Philippines

  • 3.6 million children, ages 5-17 work. This is 15.9% of the total child population; or put more simply, one out of 6 children work.
  • 217,000 are between the ages of 5-9; 1.6 million between the ages of 10-14; 1.8 million are between the ages 15-17.

Profiles of Working Children

  • More boys than girls. 11.7% of all girls work; 20.8% of all boys
  • More rural than urban children 11.5% of all urban children
    20.7% of all rural children

The regional distribution of child workers

  • Regions 5, 6, and 11 report the highest incidence of working children

Region 1 : 6.5% Region 6 : 11.9% Region 11 : 10.2%
