PROFILE OF ACADED

CREATION

     ACADED stands for Anti-Child Abuse, Discrimination and Exploitation Division.

     On August 5, 1996, NBI Director SANTIAGO Y. TOLEDO created ACADED as a special investigative unit in the National Bureau of Investigation [NBI] under the Deputy Director for Special Investigative Services headed by Atty. Antonio Mecano.

MANDATE

     ACADED is the response of the NBI to check the growing menace of child abuse in the country. ACADED focuses its manpower and other resources on the investigation of offenses violative of Republic Act No. 7610-An Act of Congress providing for Stronger Deterrence and Special Protection Against Child Abuse, Exploitation and Discrimination - as amended by Republic Act No. 7658 on Child Labor. ACADED also investigates cases of RAPE, ACTS OF LASCIVIOUSNESS, OFFENSES AGAINST DECENCY AND GOOD CUSTOMS, ABDUCTION AND SEDUCTION, all of which are defined and penalized under Act 3815, otherwise known as the Revised Penal Code. Additionally, ACADED takes cognizance and investigate cases involving violation of Republic Act No. 7877, otherwise known as the Anti-Sexual Harassment Law, and of Republic Act No. 6955, the law prohibiting Mail Order Bride.

CASES INVESTIGATED

     The mandate and objectives of ACADED are achieved by conducting criminal investigtion of the above enumerated offenses. The task is primarily gathering of legally admissible evidence necessary to establish probable cause and proof of the guilt of the suspects beyond reasonable doubt. Since its creation about four months ago, ACADED has featured in sensational cases such as the JALOSJOS and VELOSO cases. As of March 31, 1997 it has received and investigated a total of 382 cases broken down as follows:

MANPOWER

     Eleven (11) Agents and Special Investigators were assigned to ACADED on its formation. It is headed by a Chief who reports to the Deputy Director for Special Investigative Services of the National Bureau of Investigation. Under the Chief-ACADED is an Executive Officer who supervides the line Agents and Special Investigators majority of whom had already undertaken Special Seminars/Training in the investigation of Sexual Assault and Child Abuse cases.
